Today's parents increasingly need to travel outside the Russian Federation. In this regard, their young children under 2 years old require a passport.
Why is it needed?
Visa control officers are guided in their work by the legislation of the Russian Federation in the field of registration of the states of citizens when traveling abroad.
Under Articles 20 and 21 of the Federal Law of August 15, 1996, No. 114-FZ "On the procedure for leaving the Russian Federation and entering the Russian Federation", a minor citizen of the Russian Federation often travels outside the state with at least one of the parents or guardians. Articles of this law also regulate the departure of a minor citizen without following his parents. In any case, the baby will need a document identifying his identity.
The child must have his own passport, which gives the right to cross borders for the purpose of treatment, education or recreation, regardless of the marks made about his data in the parent's passports.
The last amendments to this law are dated 01.03.2010 in the form of rules for leaving the territory of the Russian Federation, which mandatorily regulate the presence of a foreign passport for minors.
This means that the parent's entry on the child in the passport no longer gives the right to leave the state without the child having his passport. Most of the residents of the Russian Federation go abroad with the help of travel agencies, whose employees provide complete information on the procedure and rules for issuing a passport for kids.
What is the best passport to make?
The law leaves the choice to parents between old-style passports and a new biometric. Let's analyze the advantages and disadvantages of both options.
Obtaining an old-style passport has many advantages:
- Faster clearance;
- Low release cost;
- It is not necessary to take a child with you when registering with the FMS;
- Low level of security;
- The validity period is 5 years, during which the child's face does not undergo significant changes, which allows avoiding comical situations throughout the entire validity period of the document when the photo in the passport does not match the child's appearance.
When applying for a biometric passport, it should be noted that:
- The registration period will not be as fast as in the first option;
- The cost of the document is more significant;
- When submitting a package of documents for registration of a passport to the appropriate authority, the presence of the child is mandatory;
- Multi-stage protection system;
- The validity period is 10 years.
An old passport or a document with biometric marks is a purely personal priority of each parent. Both documents have the same legal force.
The law here left the freedom of choice, which should be made taking into account the financial condition, travel time, excess time and frequency of travel abroad.

A passport for a child under 2 years old can be obtained in different ways.
In the FMS offices
When choosing this place, you should know the hours of work with citizens and at the specified time come to the reception immediately with a set of documents and a receipt for payment of the state duty.
You should know that in most divisions of the migration service there are electronic queues that provide for a preliminary appointment at a convenient time for applicants.
In the MFC
The rules of procedure in this case are similar to the paragraph above and differ from the FMS only, in fact, the place of filing documents.
The advantage of this state institution is the ability to quickly and free of charge make photocopies of the required documents and immediately pay through the terminal for the state duty.
Through the portal of State Services
It is considered the most convenient way, because allows you to save time on moving to the place of filing documents - here it happens remotely from any convenient place.
This is a federal resource that provides various legal services to citizens in a simplified manner - those who use it do not know what a queue is. The State Services website operates around the clock. To work with the site requires prior registration and one-time confirmation of identity.
In the listed places you can get both an old passport and a new document with biometrics. The documents required for registration will be the same in any of these places.
Who is applying?
A parent or legal guardian can personally submit a package of documents for obtaining a child's passport. When applying, an application is drawn up and attached with all the necessary documents.
The absence of one of the parents must be confirmed by an appropriate certificate. If one of them is a citizen of another country, this fact is certified by a certificate from an authorized body of a foreign state with a notarized translation.
Required documents
To apply, you will need the following documents:
- Application on the prescribed form;
- Questionnaire (links to the form for the old and new sample);
- Baby's birth certificate;
- Child's parent / guardian passport;
- International passport of the parent / guardian of the child;
- A document confirming guardianship (if the guardian applies);
- Document confirming the child's citizenship;
- Receipt for payment of the state fee;
- Photos of the child 35 * 45, 4 pieces (in the case of submission of documents to the FMS, the photo is taken in the department itself on the day of application).
A passport is needed only if the child is 14 years old. Since your child is less than 2 years old and does not have a passport, we skip this point.
Registration points are entered in accordance with the registration of the parents, it is ideal to order a certificate of family composition at the passport office. It shows all registered citizens and the dates of their registration, which is required for the questionnaire.

It must be remembered that when applying for a biometric passport, the child must be present in person for a digital photo in the document.
As mentioned above, all papers are submitted for registration by the parent or legal representative of the child. The passport of a citizen under 2 years old must be received by the same parent or authorized representative, while the receipt is put by them in the same way as during the initial application in the application / questionnaire.
Time and cost
It is important to know that the acceptance of documents is considered complete when the employees of the center where the application was made will issue the applicant a certificate of acceptance of documents.
It can take from 1 to 4 months to accept a decision upon a request for obtaining a passport.
If the decision is positive, the document will be issued to the applicant without the presence of a child under 14 years old.
As practice shows, the speed of making a positive decision on the issuance of a passport affects the place where the appeal was made.
In the case of the MFC and the State Services platform, the period is usually about 30 days, and at the place of residence - up to 120 days. Due to the fact that the production time differs at times, it is worthwhile in advance, before making a trip abroad, to take care of submitting an appropriate application.
The size of the state duty withheld for an old-style international passport for citizens under 14 years old is 1000 rubles (at the moment, when applying through the portal of State Services, the cost will be 700 rubles, taking into account the discount), for a new sample - 1500 rubles under Article 333.28 of the Tax Code of the Russian Federation
When paying the state fee, you must carefully fill in the fields with the applicant's name, i.e. for whom the document is drawn up.
The order of registration is quite simple. The only thing that can alert or scare away is the timing of the production of the document. But here too the state regulates the accelerated procedure for issuing and issuing a passport if there is a good reason for the applicants, such as a serious illness requiring emergency treatment abroad, or the death of a loved one. In any case, when submitting documents indicating these reasons, additional certificates will be required.
