How it all began
On March 25, 2020, Vladimir Putin addressed the citizens of Russia and announced a number of innovations in connection with the spread of coronavirus infection. One of the main measures is additional payments to families eligible for maternity capital, in the amount of five thousand rubles for each child under three years old. The allowance will be paid for three months (April, May, June).
On March 28, a list of instructions to the Government following a televised address was approved and published on the Kremlin's website. The first item is the following.
Ensure the introduction of amendments to the legislative and other regulatory legal acts of the Russian Federation, providing for the implementation, starting from April 1, 2020 (within three months), at the expense of the federal budget, monthly additional payments to families entitled to maternity (family) capital, in the amount of 5 thousand rubles for each child under 3 years old inclusive.
Who is the money
Only families with the right to maternity capital (MC) and raising children under three years old can receive social assistance from the state.
5,000 rubles for a child under 3 years old will be received by mothers, adoptive parents, single fathers (sole adoptive parents), if:
- the first child was born (adopted) in the period from January 1, 2020;
- the second and subsequent children were born after January 1, 2007, the main condition is that the baby should not be three years old.
If the parents have not yet received the certificate, payments will still be charged. The allowance can be received even if the MK funds have already been spent, since the money is allocated from the federal budget. This is additional help, it does not affect the amount of maternity capital.
State aid is provided for each child - if the family has two children under three years old and has the right to maternity capital, then the amount of payments will be 10,000 rubles.
How to get help from the state for children under three years old - detailed instructions
In this case, the Pension Fund will deal with the transfer of payments, since it is this organization that has complete information about the holders of maternity capital. Material support is provided from the federal budget.
To obtain a benefit, you must submit an electronic application directly on the PF website through your personal account. If you do not have a personal account, you can register through the State Services portal.
The procedure for making payments is not yet known, but the mechanism will be developed in the near future.
What is known at the moment:
- an electronic application can be submitted on the PF website while this service is not available - it will be additionally informed about the start of accepting applications;
- access to the PF is carried out only in remote mode;
- to enter your personal account, you must use your account from the State Services portal;
- in the application form, you will need to indicate the bank account number where the money should be transferred;
- no documents are required, all information about the holder of the MC is already available in the PF;
- the application is submitted once;
- applications will be accepted within six months - until September 30, 2020 inclusive.
If a person does not have an account on the State Service portal, it is necessary to register by indicating your passport data and SNILS. To verify your identity, you can contact the MFC, and if they do not provide this service remotely, then you can confirm your account through Sberbank online.
There is still no information on how to receive payments for children under 3 years of age in 2020 for families that do not have the opportunity to access the Internet.
What questions parents are interested in
The President will propose that the supplementary benefit be paid starting April 1, 2020. The announced date has long passed, but there is still no money. But more and more questions arise from interested parents, but the authorities are in no hurry to make an official explanation, since they themselves do not really know how payments should be made.
But some information is already there. What are the most common questions parents ask?
Will the payments be received by all families with children under the age of three?
No. Only those parents who are eligible for MK will be able to receive the allowance.
If the first-born was born in the family at the beginning of the current year, then the money for him will be credited. But a child who was born a little earlier (in 2017-2019) will not receive anything, because his parents do not have the right to MK.
If there are two or more children in a family, then parents can count on social benefits, the main thing is that at least one baby is less than three years old.
What is the benefit amount?
Five thousand rubles for each child under the age of three. If the family has three children aged ten years, two years and 5 months, then assistance will be credited only for the two younger ones and will amount to ten thousand rubles a month.
And if the MK has already been spent?
The Pension Fund of the Rostov Region made an explanation: "All holders of maternity capital certificates have the right to this payment, regardless of whether they previously disposed of funds in full or in part."
Other regional offices have not given any information on this yet.
How to issue payments if quarantine has been introduced?
Only via the Internet on the website of the Pension Fund or State Services. More detailed information will appear as soon as all by-laws are adopted.
What other measures has the President announced?
Quarantine measures will tentatively last until the end of April. What will happen next depends on the development of the situation with the spread of the infection.
All social benefits that require documentary evidence will be automatically extended until October 1, 2020. This primarily concerns child benefits paid from maternity capital. Low-income families will not need to submit income documents to receive monthly payments from the MC.
Payments for children between the ages of three and seven will be accelerated. Previously, it was planned that the issuance of benefits would begin on July 1, 2020, now this money can be received in June.
